I am pleased to note that the Tenth Post Graduate course on Remote Sensing and Geographic Information System (RS & GIS) of the Centre for Space Science and Technology Education in Asia and the Pacific (CSSTEAP) is concluding successfully. With a total of 19 participants from 13 different countries, the Centre has once again contributed to capacity building in the Asia Pacific region.

The participants have undergone a rigorous training programme of 9 months duration which, I am sure, would have helped them to upgrade their knowledge and skills in this area. This will help them in promoting the use of space technology in areas such as natural resource management, management and mitigation of natural disasters, monitoring of biodiversity in marine and terrestrial ecosystems, observation of the degradation of land and water resources, etc. The advanced concepts of RS & GIS which the participants have assimilated will also go a long way in their own personal career growth.

I take this opportunity to wish all the participants success in their future endeavors and also commend the center for their consistent excellence in providing this training.

Dear Graduates,

As you are fully aware, the Regional Centre for Space Science and Technology Education for Asia and the Pacific (CSSTEAP) completed a decade of its existence and in the process of providing education and training has become a centre of excellence. You can be proud of your certificate and of the knowledge that you have acquired. The Centre has embarked on this journey by establishing a vision and long-term strategy. I am happy to inform you that last month Governing Board of the CSSTEAP has examined the strategy for the development of the Centre for the next ten years.

Since its establishment, the Centre has produced 643 graduates from 30 countries from the Asia-Pacific countries in its four core areas, both from long-term Post Graduate and short-term courses. In addition to this, 26 participants from another 16 countries from outside of the region have also benefited of the Centre's activities. The United Nations Office for Outer Space Affairs is proud of this accomplishment.

The Director of the Centre, who visited us in Vienna this month, informed the Committee on the Peaceful Uses of Outer Space and our Office, that this 10th Remote Sensing and GIS Course which started on 1 October 2005 and will conclude on 30 June 2006, is attended by 19 participants from 13 countries of the Asia-Pacific region. We, at the Office for Outer Space Affairs are also aware that you felt that the objective, design and organization of this Course were highly satisfactory.

Most probably you know that India has intentions to maintain its current leading position in the area of remote sensing. Your host country presently owns and operates a fleet of six remote sensing satellites. Substantial progress has been made in the development of CARTOSAT-2 which will provide imageries with 1 meter spatial resolution and Radar Imaging Satellite which will have the capability to obtain images around the clock even under cloudy conditions. These satellites are planned for launch during 2006-07 and 2007-08 respectively. In the future, the Indian Space Research Organization is expected to be one of the largest producers of remote sensing satellites with forecast to supply 14 satellites over the next 10 years.

I again want to use this opportunity to express my gratitude to the Government of India and the Indian Space Research Organization for their leadership in making the Centre reality.

Please accept my sincere congratulations on the occasion of your graduation and best wishes for your future work. Networking is a valuable asset. Stay in touch with the Centre and among yourselves upon your return to your home countries.

It gives me a great pleasure to congratulate the participants of the 10th Post Graduate Course on Remote Sensing and GIS conducted at Indian Institute of Remote Sensing, Dehradun, on its completion on 30 June 2006.

This marks yet another achievement on the part of the Center for Space Science and Technology Education in Asia and the Pacific (CSSTEAP), which provides our specialists with quality education and training to apply space science to achieve socio-economic goals, such as tele-medicine, tele-education, use of Remote Sensing (RS) data for agricultural use and meteorological survey, satellite communication.

The Kazakh scientists and engineers trained at the CSSTEAP are contributing to realization of the Space Program of Kazakhstan. My country strives to benefit from the peaceful application of advanced technology in order to avail its citizens of its advantages. For instance, Kazakhstan has completed the construction of space launch site Baiterek and launched its first ever communication satellite KAZSAT on 18 June 2006. Our network of RS data processing centers will further expand in the years to come. So we would be needing more specialists trained by internationally recognized Centers of Excellence such as CSSTEAP.

In this regard I express my hope that countries of our region would gain greatly from the knowledge of the participants of the course, in case of Kazakhstan from that of Gulbibi Khamid, Head of IT Department, Kazhydromet Kazakhstan Hydrometeorological Service.

Finally, I wish to take this opportunity to wish the CSSTEAP staff every success in this dignified endeavor.

I am happy to use this opportunity to congratulate graduates from the Tenth Post Graduate Course on Remote Sensing and GIS with completing the course, as well as teaching and research staff, Governing Board under the leadership of Chairman, Shri. G. Madhavan Nair, Dr. V.K. Dadhwal, CSSTEAP Director in-charge, CSSTEAP as a whole, which provides excellent educational and training capacities for 19 students from 13 countries, including Kyrgystan. I am sure that the completion of this course become a very important step on the way of acquisition of knowledge in advanced branch of science - space science and technologies and their application in many fields of our life.

Countries of Asia Pacific region, most of which are developing countries, suffered from insufficient management of natural resources, natural and man-made disastors, lack of information and low education level. CSSTEAP was established and successfully woks to improve this situation.

I wish all students to use priceless knowledge obtained in India for the benefit of native countries. The value of experience obtained by the Course participants is not limited by the scientific and technological skills - during this 9-month period you became a friend international family and, I hope, will keep-neighbour relations in future.

I wish all the graduates success in your future undertakings.

I am glad to note that 19 participants from 13 countries have completed the course and that the Centre has achieved yet another milestone in its illustrious history.

I wish all the participants success in their ensuing career and hope that many of them will also continue with the one-year programme leading to the M.Tech degree. I am sure that the experience gained through this course will lead to a faster career growth for the participants themselves and better use of space technology in their respective countries.

The socio-economic development of any country depends on the optimum use of its natural resources. Remote Sensing and Geographic Information System (RS & GIS) technology can be effectively used to generate sustainable development plans. Proper utilization of any technology mainly depends on the trained manpower. I am aware that the Centre for Space Science and Technology Education in Asia and the Pacific (CSSTEAP) provides training for participants from various countries of the Asia-Pacific region in the areas of RS & GIS, Space Science, Satellite Meteorology and Satellite Communications since 1995. I am happy to note that 10 batches of students have completed the Post-Graduate Diploma course in RS & GIS under the able guidance of Indian Institute of Remote Sensing (IIRS). I am sure the participants use the expertise developed through the training course back home for their national development.

I wish the participants all success in their future endeavor.

My congratulations are to the 19 graduates from 13 countries who have put hard work during the 9 month training programme. I am extremely happy to note that the participants have done well not only in the course work but also in their project assignments. All the participants are now better equipped in understanding the Remote Sensing & GIS applications and with the upgraded skills will contribute to the development in their respective countries. I am sure the participants will carry back a wealth of rich knowledge and experience that will be of significant use in their countries.

On this occasion, on behalf on National Remote Sensing Agency (NRSA) and Indian Institute of Remote Sensing (IIRS), I wish the course participants all the best in their future professional endeavors and compliment the entire faculty at IIRS for their sustained efforts in making the course a success.

I also take this opportunity to commend the faculty and staff of CSSTEAP and its Host Centres viz., SAC, PRL and IIRS, who have done excellent work over the past years and contributed to the Centre for Space Science and Technology Education in Asia and the Pacific being the best among the all CSSTEs facilitated by the UN-OOSA in other regions of the world.

The Post-graduate Course on Remote Sensing and Geographic Information System offered by CSSTEAP is one of the most sought-after courses in the Asia Pacific Region and the participation of nineteen candidates from thirteen countries in the Tenth course of this series is an ample demonstration of this fact. I laud the hard work put in by the candidates, the untiring efforts of the staff and faculty at IIRS and the significant contribution of the visiting faculty that will soon lead to a very successful completion of this course.

The participants of the Course deserve special praise for their fine performance. I would urge them to utilize this experience for constructive endeavour after their return to their home countries to meet the local needs, interest and challenges. CSSTEAP should also continue its efforts to ensure high quality and credibility of this course through regular upgradation of course contents to match the emerging needs specific to the Asia Pacific Region.

I also congratulate all the students for the successful participation in this course. I wish the students all the best and I do believe that the knowledge acquired from this course would of great benefit to support the development activities in their countries.

I am pleased to acknowledge that the CSSTEAP has played a very significant role in building the capacity of manpower in the Asia and the Pacific Region in the space development and applications. It is undoubted that the countries of this region that have benefited from the programs of the CSSTEAP will always fully support this Centre. Therefore, it is strongly expected that the CSSTEAP always enhances its programs in the forthcoming years with the assistance of the UN Office of Outer Space Affairs and in cooperation with various national centres in this region.

So far, Indonesia has taken the advantage of the courses organized by this Centre through the participation of 32 scientists/engineers of various space-related institutions/universities.

During your studies at CSSTEAP in Dehra Dun you have developed your knowledge of these important subjects, and when combined with your obvious enthusiasm you will surely make substantial strides in your careers.

Your work at Dehra Dun will equip you for the changes in geospatial technologies that lie ahead and will enable you to grasp those opportunities. Your time at Dehra Dun has been a formative one, and you will be able to shape the future based on these great experiences.

I understand that CSSTEAP Tenth Post Graduate Course on Remote Sensing and GIS, which has participation of 19 candidates representing 13 countries of the Asia Pacific region, started on October 1, 2005 at Indian Institute of Remote Sensing, Dehradun has completed on June, 2006 under ISRO leadership.

To begin with, I would like to express my sincere gratitude and congratulation to the staff of Remote Sensing and GIS course for their long-term efforts and successful mission to educate people of Asia Pacific region. I also would like to extend my congratulation to the 19 students who completed two years difficult task including one-year pilot project in individual countries.

However this wonderful success, which has been accomplished by CSSTEAP, is not possible without the support of Indian Government. Therefore I would like to express my gratitude and congratulation to Indian Government, on behalf of all people living in Asia Pacific countries.

The engineers who have developed skills and knowledge through rigorous class room studies in theory, research and application as well as field exercises and pilot projects at Dehradun go back to their countries and will contribute to the education, and economy of their own countries. In addition friendship, which has been cultivated during the course by living together, and learning together will surely smoothen the communication among countries and finally contribute to the peace of the Asia Pacific countries. I am sure this is what CSSTEAP would like to accomplish.

I would like to conclude my message by repeating the congratulation to the excellent accomplishment of Remote Sensing and GIS course of CSSTEAP and to 19 students for the awarded Post Graduate Diploma.
