I am extremely happy to note that the fourth 9-months Post Graduate Course on Satellite Communications (SATCOM) of the Centre for Space Science and Technology Education in Asia and the Pacific (CSSTEAP) is concluding today successfully. With a total of 15 participants from 7 different countries, the Centre is once again contributing to capacity-building in the Asia Pacific region - this time in the area of Satellite Communications technology and applications.
Satellite Communications technology has tremendous potential to address the developmental needs of nations - especially those of developing countries. Apart from being able to serve as a communications and broadcasting system, satellites can also play an important role in delivery of tele-health and tele-education services to a large community of users. India has a major programme on these and I am sure the students must have been exposed to this.
Space Applications Centre (SAC), the host organization for the course, is the key centre that designs and develops the payloads/ground segment for Satellite Communications and Remote Sensing - which ultimately become a part of our INSAT and IRS series of satellites, respectively. Thus, the expertise of SAC is passed on to the students - allowing for an appropriate level of knowledge exchange, While SAC provided the core faculty for the course, the students also had the opportunity to interact with experts from various institutions from India and abroad. I hope the course participants have benefited from these Interactions and have taken the advantage of the facilities offered by SAC. I take this opportunity to congratulate SAC, in particular the faculty for the course for conducting the course in an efficiant manner.
The excellent progress made by the CSSTEAP merits mention here. CSSTEAP, which is an educational and research institution catering to the propagation of knowledge in the field of space science and technology, has made considerable progress over the past 8½ years. It has now reached out, through its educational programmes, to almost 45 countries and 557 scholars have benefited from the activities of the Centre. The Centre is recognized world-over as a model institution that the UN has established. I am happy to be associated with the Centre and wish the Centre greater success and the very best in the future.
Finally, I wish all the participants of the 4th SATCOM Course a very bright future and a safe journey back to their homes.

Dear Graduates,
On behalf of the United Nations, it is my pleasure to extend congratulations to the graduates of the fourth nine-month Postgraduate Course on Satellite Communications, their instructors and the administrators of the regional Centre for Space Science and Technology Education in Asia and the Pacific (CSSTEAP), affiliated with the United Nations.
My colleagues and I at the United Nations Office for Outer Space Affairs are proud of the accomplishments of all graduates receiving diplomas today. You should also feel proud as you have been trained at a premier educational institution. The knowledge on satellite communications and their applications that you have acquired are important tools that can be effectively used to meet the growing demand for telecommunications and network services for the benefit our your countries. I specially want to thank the Government of India and the Indian Space Research Organization for their support and leadership in making the CSSTEAP a Centre of excellence.
As you are aware, the main advantage of educational broadcasting via satellite and two-way interactive e-learning or e-health is the system's distributive power or the ability to reach a large number of potential students and health workers or beneficiaries wherever they may be living or working. For many developing countries, satellite-based distance education health services are the only alternative for providing these services to geographically disperse populations. This is only a small portion of the broad range of applications where you may apply your knowledge in your countries.
It is my hope that the experience gained at the Centre will also prove beneficial to you in further developing professional relationships and will open doors to cooperation among countries in the region. I invite you to stay in contact with the Centre, the United Nations Office for Outer Space Affairs and, equally important, among yourselves.
I wish you all productive professional career, now strengthened by of the knowledge in the area of satellite communications that you received at the Centre.

I am honoured to deliver message on the conclusion of CSSTEAP Forth Post Graduate Course on Satellite Communication concluded at the Space Applications Centre (SAC, ISRO). I would also like to congratulate the 15 graduates representing seven countries of the Asia Pacific Region.
I do hope that knowledge and know-how gained by students during the course will increase their contribution to the implementation of activities relating to Satellite Communication and their applications for the betterment of human life in their respective country.

I am happy to hear that post graduate course on Satellite Communications is being concluded on April 30, 2004. This has been an annual
endeavor from CSSTEAP and I am delighted about the overwhelming response from different countries in the Asia-Pacific region. The future certainty augurs well for deeds of space technology to the benefit of mankind.
As we all know, majority of the Asia-Pacific economies are agrarian in nature, propelled through sustenance agriculture and less than desired level of communications infrastructure. Most of these countries are vulnerable to disasters too. To empower our nations, we need to empower our people by educating them in appropriate fields and technologies; besides optimally and sustainably harnessing our natural resources potential. Space technology offers a gamut of ways and means for improving living standards in the region through satellite communications, meteorology, remote sensing, navigation etc. It is in this context, the conducting of present PG course on Satellite Communications attains profound significance. I do sincerely hope that the training imparted would be utilized by the participants to reap benefits of the technology in their own nations.
On behalf of the National Remote Sensing Agency (NRSA) and the Indian Institute of Remote Sensing (IIRS) its constituent unit, I wish the course participants all the best in their professional

I am glad to learn that the fourth Post Graduate Course on Satellite Communications under the CSSTEAP has concluded successfully on 30 April, 2004 and must have enriched the knowledge and confidence of 15 scholars from seven (7) countries who have attended the course.
Satellite communications have been in service of humanity for more than 40 years. By 2007, between 270 and 350 communication satellites will be launched worldwide to cope with the increasing communication demands. Satellite communications technology was previously the monopoly of western world. Thanks to CSSTEAP and other Space centers of education, this technology is now fast spreading in Asia and the Pacific and has given the nations of this region an opportunity to leapfrog into this high technology arena. I have no doubt that the scholars who have participated in this Course would use the newly acquired knowledge and confidence to grapple with the enormous challenges of carrying development-oriented education to the masses over long distances even in the most remote corners and help their respective countries move fast on the road to progress.
